About the Project

Reconstruction, widening and improvement of Route 3, from Route 28 to Chalan Kareta, to create 2 through lanes in each direction in support of the relocation and buildup of troops and their families to Guam was the scope of SSFM’s planning and engineering services.

Challenges included identifying existing utilities within the roadway, providing an adequate drainage system, minimizing the impact of the UXO/MEC requirements, and coordinating with the proposed main gate design at Chalan Kareta. The project was administered by the Department of Public Works and funded by the Federal Highway Administration and the Department of Defense.
