About the Project

SSFM served as the Prime Consultant for the City and County of Honolulu's Complete Streets initiative, providing project management, planning, traffic engineering, civil engineering, and permitting services to develop the City's Complete Streets Design Manual and sixteen site-specific conceptual designs. The team led community engagement, conducted walking audits, prepared policy and code update recommendations, and supported early implementation efforts—including guidance for Honolulu's first protected bike lanes—to help embed Complete Streets principles across the City's transportation network.
