State of Hawaii Natural Disaster Economic Recovery Strategy
The Hawaii Natural Disaster Economic Recovery Strategy (NDERS) addresses pre-disaster business continuity planning and post-disaster recovery actions for both public and private sectors statewide. NDERS especially focuses on economic recovery for small businesses, as a major driver of Hawaii’s economy.
The process to develop a strategy sought input from multiple stakeholders. The input process included an Advisory Group whose members represented disaster management and economic development agencies, disaster experts, large businesses, and critical infrastructure agencies. Input from Hawaii businesses ranging from sole proprietors to large companies with over a hundred employees was obtained through a series of focus groups and an electronic survey distributed to more than 3,000 businesses statewide.

Forty nine recommended implementation strategies were identified to achieve the goals and objectives are offered to government agencies and nongovernmental organizations (NGOs), trade associations and businesses interested in disaster preparedness, response, and recovery. Implementation strategies included legislative changes, programmatic recommendations for government agencies, and private sector initiatives to incentivize, regulate, educate, engage, and plan for improved business continuity and economic recovery in Hawaii.
