Planning Study for Makiki Community Library

The Makiki Community Library is located within the Makiki District Park in a vintage 1946 three story building that was the Hawaii Sugar Planters Association (HSPA) research laboratory facilities. The building’s former use as the HSPA library allowed for a natural conversion to the Makiki Community Library but not without many challenges. The facility was transferred (date) from HSPA to the Honolulu Department of Parks and Recreation but with its City funding terminated in 1996.

Subsequent operational support came from the Friends of Makiki Library through independent fund raising efforts. No significant physical work had been done on the building since the transfer and the building was serious need of restoration. From 2005 thru 2008, the City contributed to a program of renovations and improvements. Although costs to complete the planned renovations exceeded the available funds, the library was reopened to the public in 2008.

Negotiations between the State and City caused a delay while determining how funding and improvements would be handled in as much as the existing building is owned by the City and located on City Park property. Funding for the renovations is being provided by the State of Hawaii with the State Library Services taking over operations and maintenance of the newly renovated library.

SSFM evaluated the ongoing spatial and functional programming needs, identify existing uses and square footage allowances, analyze the pros and cons of the existing site, and develop a program to accommodate both current and future needs, and assist in developing a solution that would address the ownership and funding issues. Additionally, SSFM was also task with developing solutions for improving vehicle traffic flow and parking on the site.

The results will be used to evaluate projected costs for renovation and new construction to achieve the future functional needs of the new State Makiki Community Library.
