OMPO Transportation Asset Climate Change Risk Assessment
The Oahu Metropolitan Planning Organization was selected by the Federal Highway Administration as one of five nationwide pilots to perform and evaluate a risk assessment of climate change on important transportation assets. The project goal was to assess various transportation assets on Oahu for their vulnerability and likelihood of experiencing risk from several climate stressors, including sea level rise, inundation, storm surges, extreme heat events, heavy rainfall events, storm winds and hurricanes, and others.
SSFM identified assets and climate stressors to be studied; prepared a risk analysis based on work sessions with subject matter experts and developed an Integrated Risk Analysis Report that described the vulnerability of transportation assets, as well as potential social, health, safety, economic, environmental, and cultural impacts.
The five assets included in the study included:
1. Honolulu Harbor Area.
2. Honolulu International Airport and area, including Highways Division Oahu District Baseyard and the Middle Street Maintenance Facility and Middle Street Intermodal Transit Center.
3. Kalaeloa Airport, Kalaeloa Barbers Point Harbor, and Campbell Industrial Park.
4. Ala Moana Boulevard, Kalākaua Avenue, and McCully Street bridges to Waikiki.
5. Farrington Highway (State Highway 93) along the Waianae Coast as an example of a community where there was little system redundancy.
More / Less
All assets were assigned a value based on social and economic consequences to society. Assigning their value to society considered level of use; use of asset for evacuation, civil defense activities, and emergency functions; degree of redundancy; cost to replace; economic loss; environmental impacts; cultural value; loss of life; and recovery time needed. Value to society assignments were also based on hazard categories such as sea level rise, storm surge, and high intensity rainfall.
