Lihue Community Plan

The Lihue Community Plan, adopted in June, 2015, sets forth the vision, guiding principles, and policies for development is the Lihue District over the next 20 years. Since the last Development Plan in 1976, the County of Kauai has progressively embraced planning best practices for smart growth, walkable communities, complete streets, place-based zoning, and sustainability. This Community Plan reflects these best practices for community planning. SSFM led the preparation of the Lihue Community Plan.

The Lihue Community Plan outlines policies for each towns and areas within the district including Lihue Town, Puhi, Hanamā’ulu, and Nāwiliwili along with the neighborhoods of Kapaia, Kīpū, and Niumalu. Plans emphasize walkable, compact residential and commercial places, each with distinct identities and sense of place, but connected by bus, bicycle, and walking accommodations. Open space, and agricultural uses will maintain the island’s rural character in surrounding areas.

The Lihue Community planning process featured a robust community engagement program with an active Community Working Group, media campaign, website, and multiple community events that engaged hundreds of participants. The result is a plan that truly reflects the community’s desires.

The land use plan and regulatory framework of the Community Plan incorporate new and innovative tools to encourage mixed use, compact, walkable communities. A Mixed Use Special Planning Area designation, applied to six areas and support the future transition to place based zoning. An interim process for development within Mixed Use Special Planning Areas ensures consistency with the Community Plan. In a first for Kauai, an Urban Edge Boundary delineates areas for future growth and helps protect agricultural and open lands outside the boundary from future development.
