Joint Traffic Management Center (JTMC) and Emergency Operations Center (EOC)

The Joint Traffic Management Center (JTMC) and Emergency Operations Center (EOC) is a multiagency collaboration to improve traffic management and public safety coordination on Oahu. Designed as the nerve center for the Island’s multiplicity of traffic related activates, it is home to the City and County of Honolulu Departments of Transportation Services, Emergency Management Services and Emergency Medical Services, the Honolulu Police and Fire Departments and the State of Hawaii Department of Transportation.

Program Management included coordinating, facilitating, providing oversight and management for three contracts.

• Systems Manager: in coordination with the design-build contractor, planning, design, implementation and delivery services for the building systems (low power systems, generators and UPS, and others) and the JTMC/EOC operations systems (EOC operations call taking, dispatch and traffic management systems).

• Design-Build RFP Preparation Team: preparation of the specifications, requirements and design documents for the Design-Build RFP. Coordinate with the System Manager in commissioning the systems for the building.

• Design-Build Team: final design and construction of the planned facility.

The process was distinguished for the complexity of its scope, technology, construction the multiple agencies and stakeholders. The project was opened in January 2020.
