East Honolulu Watershed Management Plan
In concert with the Honolulu Board of Water Supply, SSFM developed the East Honolulu Watershed Management Plan. The plan is one of eight district plans which together comprise the Oahu Watershed Management Plan. The objectives of the EHWMP are:
1. Promote sustainable watersheds.
2. Protect and enhance water quality and quantity.
3. Protect Native Hawaiian rights and traditional customary practices.
4. Facilitate public participation, education, and project implementation.
5. Meet future water demands at reasonable costs.

Developing the East Honolulu Watershed Management Plan entailed researching and identifying key water resource issues in the East Honolulu planning district; forecasting the district’s water supply and demand; and developing watershed management policies, projects, and strategies. Over 25 consultations were conducted with community stakeholders and government agencies. Climate change adaptation and resilience considerations are integrated into the EHWMP’s modeling for future supply and demand. The SSFM team used modeling of sea level rise, flooding, and rainfall projections to inform the development of future water demand scenarios. The Plan also includes policies and project recommendations to enhance the district’s resilience to increased heat, flooding, and other climate change-induced threats.
