A large number Hawaii’s statewide DOD system of warning sirens, essential for informing the public of potential emergencies, hazards and for life safety, were in need of repair, upgrade or replacement. Many of the 500 siren sites were inoperable due to equipment failure or technological obsolescence. Every siren site is critical to the efficacy of the system and the project demanded an urgency to complete construction installation. The inoperable sirens lacked coverage from other sirens and represented the highest priority.
SSFM assisted DAGS with project management of the warning siren system revitalization and repair. The scope included coordinating the work of the design consultant, siren equipment vendor, and installation contractors, as well as in issuing installation construction work orders in concert with the Hawaii Emergency Management Agency.

Each of the sites was treated as a separate project with distinct entitlement requirements, design and construction contracts. Managing the initiative required careful tracking, a high level or responsiveness and effective communication to keep all projects simultaneously on track.

Only one of the sirens needed to obtain a building permit. SSFM assisted HI-EMA and DAGS PMB by submitting and processing the building permit submittal.
