Complete Streets Implementation Study
Advancing the development of streetscapes that meet the tenants of the nationwide Complete Streets movement has been a prime focus for the firm. Working with a team of local and national experts SSFM has served as the prime consultant assisting the City in implementing of the goals and requirements of the Complete Streets Ordinance.
Primary to this effort was creating the Honolulu Complete Streets Design Manual. The ordinance also included a planning and design exercise to demonstrate how complete streets could be applied to 16 site locations throughout Oahu.
Among the program’s additional deliverables were a working paper on existing local and national Complete Streets Standards; guidelines and draft updates to existing ordinances, codes, standards, rules, policies, plans and design guidelines based on the completed evaluation and incorporating industry best practices; working paper on specific roadblocks or barriers to implementation of Complete Streets in Honolulu; performance standards with measurable benchmarks, reflecting the capacity for all users to travel with appropriate safety and convenience along roadways under the jurisdiction of the City.
