Change Order Administrator/Specialist


Performs change order administration assignments for projects that fall within FTA contract guidelines. Thoroughly understands change order process and applies good contract management principles. 


  • Monitors and administers the business provisions of assigned contracts to ensure compliance with contractual terms and conditions.
  • Generates and maintains documentation for negotiating change orders. Prices and drafts change orders and amendments. Follows through to ensure that contractual coverage is implemented.
  • Prepares letters to clients requesting approvals and interpretations required to comply with the provisions of the contract and client change order process.
  • Works directly with the Resident Engineer and Collaborates with client change management team for all change order matters.
  • Prepares project/facility acceptance documents and follows through to ensure acceptances are approved by the client with critical focus on compliance with the client’s change process.
  • Identifies contractual problems and takes appropriate action to ensure a satisfactory resolution. Follows up on problems demanding management attention to ensure a timely response to the client.
  • Performs other responsibilities associated with this position as may be appropriate.


  • 4-year degree in Business Administration, Finance, or related field preferred.
  • 5-10 years of contract administration and change order experience is required with full complete understanding of FTA or Federal contract guidelines.
  • Incumbent must also possess strong written and oral communication skills, 
  • Excellent interpersonal skills 
  • Working knowledge of PC software packages typically associated with contract administration.

Civil Engineer (continuous recruitment) – all locations

Open Continuous Recruitment for Civil Engineer(s) (Mid-Level to Experienced Engineer, Hawaii P.E. Preferred)

Civil Engineer III (mid)
Performs assignments designed to develop professional work knowledge and abilities related engineering/planning task.  Graduate of accredited Engineering 4-yr min college curriculum; min 6 month to 5 yrs exp in engineering and construction; PE registration not required.

Civil Engineer IV-V (Licensed)
Responsible for the plan, design and direction of civil engineering projects. Graduate of accredited Engineering 4-yr min college curriculum; min 3-7+ yrs exp in engineering and construction; PE registration required.

Manages projects tasks and is responsible for the workload schedule and completion of deadlines.  Reviews plans and specifications to ensure conformity within the project scope requirements.  Reviews the work of Engineers assigned to his/her team and ensures that tasks are successfully completed on time.  Prepares or modifies reports, specifications, plans, construction schedules, environmental impact studies and designs for projects as assigned.  Develop and promote feasible design solutions in relationship to cost and regulatory compliance requirements.

Manages CAD application to design the work.  Supervises the work of others to produce detailed final design plans in accordance with cost and regulatory compliance requirements.  Considered an expert in the use of CAD software program.

Desired Competencies include:  supervisory skills, project management skills and demonstrated ability to plan, communicate and execute solid performance and interactions with his/her team and the client.  Ideal candidate should be a motivated, hands-on Engineer who can work both independently and collaboratively to meet time sensitive deadlines.  The successful candidate adheres to company policy, works well with others and is a motivated, self-starter who can work on multiple tasks and priorities within a fast paced entrepreneurial environment.
