Waiau Hydro Repowering Project Environmental Assessment

HELCO’s request for a long-term lease for non-consumptive use of water from the Wailuku River to replace a revocable permit for its two Wailuku River hydroelectric facilities in Hilo required HRS 343 compliance. Issuance of the permit necessitated an environmental assessment.

SSFM assisted with processing the application for the water license for both hydropower facilities, in compliance with Chapter 171-58HRS. To prepare the environmental assessment in accordance with Chapter 343 HRS as required in the application license with Department of Land and Natural Resources, SSFM coordinated and consulted with both the DLNR and the Department of Hawaiian Home Lands.

Through this project, HELCO is progressing towards achieving the State of Hawaii’s goal of 100% renewable energy by 2045. HELCO also plans to “repower” the Waiau Plant. While not requiring HRS 343 compliance, since it is on private land and privately funded, SSFM suggested that the repowering be included in the water lease water lease. Doing so exceeds regulatory and demonstrates HELCO’s commitment environmental stewardship.
