Hawaii Island Commercial Harbors Master Plan

Since the nation’s only island archipelago State is situated over 2,000 miles from the nearest significant land mass, ocean cargo transportation is Hawaii’s lifeline to the world. Eighty percent of all consumer goods are imported into Hawaii and most of Hawai‘i’s residents live with an absolute dependence on ocean surface transportation for their daily sustenance. No other state depends on shipping to the degree that Hawaii does.

The Hawaii Department of Transportation’s (HDOT) cargo ports receive and process nearly 99 percent of those imports and so the HDOT’s Harbors Division routinely updates its master plans to ensure the State’s harbors kept current with recent trends and operations that might protect and improve efficiencies. These master plans are long-range strategic guides that provide the framework for development of future harbor improvements and actions.

SSFM provided project management, planning and engineering services to prepare the Hawaii Island Commercial Harbors 2035 Master Plan Update, a long-range master plan covering Big Island’s two commercial harbors, Hilo Harbor and Kawaihae Harbor. SSFM developed the master plan update through a collaborative process using input from harbor users, government agencies, adjacent property owners, the public and a stakeholder advisory group. Technical studies, forecasts, and environmental analyses were used to define each harbor’s infrastructure and asset needs by the year 2035. Demand studies included forecasts of socio-economic and Gross State Product. Supply studies considered vessel berthing, cargo yard, and terminal needs. A wave and surge analysis, a sea level rise analysis and a review of security protocols were also conducted at each harbor. Each study helped to identify a deficiency and need or trend which was used to develop alternatives and full build out recommendations for each harbor, including estimated costs.
